    By signing the end of this outdoor IPM plan, the IPM coordinator, Deanna  Kenney, of this School Age Childcare Program and the Pest Management Professionals described above acknowledge, and agree to the terms of this OUTDOOR integrated pest management plan.


    A. INTRODUCTION

      In compliance with the Act Protecting Children and Families from Harmful Pesticides the The James Place Child Care Program on 9/24/2007 2:33:00 PM has prepared the following outdoor IPM plan about pest control and pesticide use.

      This plan describes the pest management practices for outdoor areas of The James Place Child Care Program and clearly states it’s pesticide use policies.

      A copy of the plan has been filed with the Massachusetts Department of Agricultural Resources (MDAR), and at least one printed copy must be kept on site and made available to the public upon request.

      By centralizing all of the information about this facility’s pest management practices the plan serves as a guide to direct this facility’s IPM coordinator,  Deanna  Kenney

      Objectives
      The objectives of the integrated pest management program conducted at the The James Place Child Care Program are listed below.

    • Reduce children’s exposure to pesticides and pesticide residues whenever possible.
    • Manage pests that may occur on facilities to prevent interference with the learning environment of the students.
    • Provide the safest playing or athletic surfaces possible.

      In light of these objectives, the The James Place Child Care Program has selected the following as it’s IPM policy statement.


    B.POLICY STATEMENT

      This IPM plan was prepared to comply with the Act Protecting Children and Families from Harmful Pesticides. It is the policy of James Place Child Care Program Inc. to prevent unnecessary exposure to chemical pesticides when managing pests. When it is determined that pesticides are needed, only those allowed by the Children’s and Families Protection Act will be used. Chemical pesticides may be a part of the IPM plan and applied only by a certified and/or licensed individual. However, considerable effort will be put towards preventing pest problems by controlling conditions inside and outside the program, which may attract and support pests. It will be the responsibility of our program to notify parents when using pesticides as well as keep records of all pesticide use. Education of the IPM plan to staff, parents, children and church employees will be included.


    C. IPM COMMITTEE

      The tasks set before an IPM committee are to:
    • Develop an IPM plan. The IPM plan is in essence, a document that describes the organization and implementation of IPM on school grounds.
    • Evaluate progress of the IPM program.
    • Communicate about IPM - Facilitate communication within the school about IPM practices.
    • Assist in development of contract specifications.
    • Provide notification to parents about pesticide use.

    D. COMMUNICATING IPM WITHIN THE FACILITY

      Pest Management Personnel to Building Staff:

      The Pest Management Professional communicates with the IPM coordinator of the facility. The IPM coordinator then posts this information in a common viewing area dedicated to the subject of integrated pest management. In addition, the IPM coordinator also communicates information to the staff supervisors who then distribute the information to all the staff and occupants concerned.

      Staff/Students communicate with their supervisors who then pass information onto the IPM coordinator.


    E. EDUCATION AND TRAINING OF FACILITY OCCUPANTS & STAFF

      We will hold an annual training on the IPM plan for staff. A log will be kept in the office for staff to report any pest sightings. The log will consist of name of pest (if known), number seen, date, time, and location. The log will be monitored weekly by Deanna Kenney (Program Director). Training contents will cover pest reporting procedures who should be notified and where the log book is located. The training will also cover preventitive measures we can take to keep pests under control and children safe from poisonous plants(i.e. not leaving trash outside and making sure barrels are covered and monitoring play areas for insects and poisonous weeds). We will post a memo about the training as well as informing staff.


    F. OUTDOOR MONITORING

      The IPM plan will follow a Monthly evaluation schedule. When pests are present, The James Place Child Care Program has chosen an OUTDOOR monitoring schedule that consists of Daily inspections. When pests are absent the OUTDOOR monitoring schedule will consist of Daily inspections.

      The following technique will be used to monitor for pests:  Reports from facility staff and students (pest reporting forms) would prompt the IPM coordinator to contact the facility’s Pest Management Professional who would then conduct a facility audit.


    G. COURSE OF ACTION TAKEN FOR OUTDOOR PESTS

      Outdoor property includes the turf, landscaping, and the outdoor grounds such as building exterior, playground equipment, etc..  The James Place Child Care Program has prepared maps of the outdoor facility and identified the following priority areas for maintenance:

      At this time the priority would be to monitor the area where the trash is stored. We have wooded area behind the property, but children are not allowed in the area.

      OUTDOOR MANAGEMENT PLAN

      The following areas are priority areas for maintenance: At this time the priority would be to monitor the area where the trash is stored. We have wooded area behind the property, but children are not allowed in the area.

      Cultural Practices

      OUTDOOR GROUNDS GENERAL MANAGEMENT PRACTICES

      Waste Disposal (trash containers and dumpsters):

      Trash barrels with covers are located in the rear of the building. Trash is picked up two times a week. Trash is taken out in plastic bags and put into barrels so cleaning the barrels is only required one to two times a year. If there is trash around the barrels due to pests, the area is cleaned immediately and placed in barrels.

      Light Management:
      There is one light located on the outside of the building and it is set on a timer to minimize the time it is on.

      Excess Water Prevention:
      There are no concerns at this time where water collects and would become stagnant.

      Noxious Weed Management:
      The property is mowed to prevent the growth of any noxious weeds.

      Playgrounds (if applicable):
      We do not have a playground at this time.

      Nuisance weeds in pavement:
      Any grass or weeds that have grown through the pavement has been cut back or mowed down.

      Storage Sheds (If applicable):
      The storage shed has a door and lock. We have no known problem at this time with mice or pests.

      Describe the monitoring technique you used for the pests above.
      We monitor the play area everyday we have the children outside.

      Provide information on how you identified the species of the pests above.
      We have gathered information from the local health department to identify known species in the area.

      Provide details on the non-chemical control measures you have taken to manage the pests above.
      If there is a problem with mosquitoes, we need permission from parents to use bug spray on the children and we bring the children inside before dusk. If the mosquitoes are too bad, we do not bring the children outside.

      If you use insecticides, describe your rationale for using them for the pests above.
      The mosquitoes in the area have been tested for Eastern Equine Encephalistis virus and West Nile Virus.

    • Insecticides are only applied by a certified and/or licensed applicator. 
    • Insecticides are used only when monitoring has shown that insects are present. 
    • Selective insecticides are used where possible instead of broad spectrum insecticides. 
    • Insecticides that are applied preventatively are used only in areas where insects occurred and were documented the previous year and can be expected to occur in current season. 
    • Insecticide Use is documented in the STANDARD WRITTEN NOTIFICATION FORM

      We monitor for weeds daily when we are outside.

      We have gathered information from different resources to identify any weeds in the area.

      If there are weeds present, we avoid the area with the children. We mow the area and monitor the are to make sure the weeds are destroyed.

      If you use herbicides, describe your rationale for using them for the pests above.
      If we cannot control the weed without herbicides, and it becomes a health hazard to the children or program, we will use a herbicide.

    • Herbicides are only applied by a certified and/or licensed applicator. 
    • Herbicides are applied as a spot treatment when appropriate. 
    • Selective insecticides are used where possible instead of broad spectrum insecticides. 
    • Herbicide Use is documented in the STANDARD WRITTEN NOTIFICATION FORM


    H. RECORD KEEPING

      In the case of The James Place Child Care Program, OUTDOOR monitoring records will be maintained through: The use of forms which will be filled out by the person monitoring the facility


    I. EVALUATING THE PROGRAM

      The IPM plan will be evaluated on a Monthly basis.


    J. NOTIFICATION REQUIREMENTS & EXEMPTIONS

      During the creation of this IPM plan, Deanna Kenney has assigned committee member Deanna Kenney with the responsibility of assembling and issuing all the documents that accompany the standard written notification whenever pesticides are applied outdoors.


    K. IN THE EVENT OF A HEALTH EMERGENCY

      During the creation of this IPM plan, Deanna Kenney has assigned committee member Deanna Kenney with the responsibility of applying for an emergency waiver.
